Gotcha. Any chance you can enable more CKEditor options such as horizontal line and tab indent?

tab indent is not supported yet as far as I know.

Horizontal line - I think I evaluated it in the past and might include it in the future. You can create a separate issue for that for better tracking if you want ...

I'm not 100% sure if this is an upstream issue or not, but I can re-produce this in the CK5Editor balloon block demo if i change the height of the demo ckeditor - see my comment on the linked issue below:
