Sorting heading siblings

I'm looking at sorting all level 3 heading siblings below a level 2 heading. The headings would be sorted alphabetically, correctly moving around everything below each heading of course. Could this be accomplished with an AST transformer? Not quite sure where to begin, but it feels perhaps tricky because the headings does are not in any container?
