Add catalan insults

Add catalan insults from this gist. Ideas:

• User gets a random reply to any message with a random insult We decided not to work on this one as it entangles saving some data (even if it's temporarily)
• Add new /insult username command that insults a user with a random insult. Basically append all the text after the /insult before the actual insult. #43
• Add new /insult command that insults a random user (Ets un XXX)
• Implement auto insulting feature to every moto reaction to a poll #44

I've done some research and looks like we can't implement it without using 'hacks'. Once I get that database in place, we can use it to store the people that votes in the polls and then use those on each chat

Otherwise, we could have a file with all names loaded with the config 🤷‍♂️

What we can do is just use all the text that is behind the /insult and add it before the 'ets un XXX'
