[BUG] Ordered lists numbering wrong after export to html

Has this bug been raised before?

• I have checked "open" AND "closed" issues and this is not a duplicate

Description

When you export to HTML each item which was correctly numbered 1. 2. 3. in the editor is now numbered 1. 1. 1. because each item is now a separate ordered list

This is a big headcahe. Just found this out trying to build copy to docx feature
