We should setup the basic GitHub workflows to:

Automate linting as mentioned in Setup basic C++ linting workflows. #3
Automate building and testing of this library across different platforms we support (presumably it should include macOS, Ubuntu, and CentOS)
Add PR title check to enforce conventional commits (like the example in CLP core: https://github.com/y-scope/clp/blob/main/.github/workflows/clp-pr-title-checks.yaml)
