How To Reproduce

• When using docker-compose via https://github.com/xmidt-org/xmidt, set the eventEndpoints and eventMap to http://dummy:6000/api/v3/notify.
• restart the simulator.
• Talaria will fail to send the events.

Expected Results

• When using docker-compose via https://github.com/xmidt-org/xmidt, set the eventEndpoints and eventMap to http://dummy:6000/api/v3/notify.
• restart the simulator.
• Talaria will send an event to a healthy caduceus that is registered via consul
