Users only receive email notifications when a display goes offline (occasionally), but not when it comes back online. This issue persists with the following configurations:
Steps to Reproduce:
Check Display Settings:
Go to a display's settings.
Ensure Email Alerts is set to Yes on the Maintenance tab.
Review Max Display Timeout:
In Settings -> Maintenance, set the Max Display Timeout value to 5 minutes.
Set up User's notifications:
Navigate to Users -> Edit -> Notifications tab and enable the Notifications feature set for Receive Display Notifications?
Navigate to User Groups -> Edit -> Notifications tab and enable the Notifications feature set for Receive Display Notifications?
Add the user to the User group.
Confirm Admin Email Settings:
Confirm that the Admin email address and Sending email address are correctly set up in Settings -> Network.
Expected Behaviour:
Emails should be received both when a display goes offline and when it comes back online.
Actual Behaviour:
Only offline emails are received (sporadically); no online email is received.
Troubleshooting:
Confirmed email alerts are enabled in both global and display settings.
logs checked with no errors.
Spam folder verified.
Ensured Maintenance task is running correctly.
Notes: There is no message in the Notification Centre when the display comes back online. Only the offline notifications are being created and emailed, while the online notifications are missing entirely.

Does the notification get added to the Notification Centre? Or is that also missing? There is a 2 step process, step 1 creates the notification, step 2 emails it.
