Panning does not work correctly when rotation mode is enabled. The fractal moves erratically when the mouse is dragged with both buttons pressed.

The erratic motion went away now that mouse tracking is fixed, but now panning just doesn't work at all if rotation is enabled. I confirmed that this is the same behavior in the old versions of XaoS. I will keep this open as an enhancement request if someone wants to implement panning during rotation.
