We're currently not binding the Matter framework, because it's historically had a lot of breaking changes, which makes binding it rather complicated.

We may look into binding Matter in a separate NuGet at some point, based on demand.

We're not binding the Matter framework at the moment, so just move all missing
APIs from the *.todo files to the common-Matter.ignore file.
