[Task]: Enable Windows build in workflows after failing tests are fixed #3512

Description

The Windows build was temporarily disabled from the All Tests workflow due to a large number of test failures encountered. The Windows build needs to be re-enabled once the tests are fixed.

- Failed tests:

  1. WSO2 Micro Integrator - Mediation Initializer
  2. MI test Module-Transport
  3. MI test Module-Transport-2
  4. MI test Module-Service
  5. MI test Module-mediator-1
  6. MI test Module-mediator-2
  7. Mi test Module - Test Patches
  8. MI test Module - Sample
  9. MI test Module-Other
  10. WSO2 MI - Management API Tests

- Skipped:

  1. WSO2 Micro Integrator Mediation StartUp
  2. WSO2 Micro Integrator Analytics - Message Flow Data Publisher
  3. Org.wso2.micro.integrator.management.apis
  4. Org.wso2.micro.integrator.probes
  5. WSO2 Micro Integrator - Initializer Server Feature
  6. Org.wso2.micro.integrator.analytics.messageflow.data.publisher.feature
