Pagination is broken in Console Settings > Roles section

Describe the issue:

How to reproduce:

1. Sign into console and navigate to Console Settings > Roles.
2. Add 10-15 roles.
3. Scroll down and observe that the previous and next buttons are disabled so that user can't view the last 5 roles.

Expected behavior:

Pagination should work as expected.

This is not reproducible in IS 7.1.0 alpha pack. The previous and next buttons are working as expected.
