Description:

The Tenant-Theme page in the Admin portal is in-accessible as the menu item is missing from the Settings section.

Steps to reproduce:

• Login to the Admin portal
• Check the Settings menu item.
  The Tenant theme option is not visible inside the Settings menu item.

Environment details (with versions):

• OS: Centos 7.9
• Env (Docker/K8s): Docker 20.10.9

Note:

When introduced a Japanese i18n Resource file, the Tenant Theme option appears inside the Settings section. But is missing in case default English resource file is used.
