Description:
It is required to have a Service Broker to provisioning the services offered by the APIM. This enables a single interface which can be used by platforms such as Pivotal to provide our services in a platform-specific way. The service broker should adhere to the Open source Service Broker API specification.

Since, the initial version is expected to be delivered with WSO2 API Management version 2.6.x, changing the issue title.
