IS Super admin cannot see the service providers created by other users

Description:
IS Super admin cannot see the service providers created by other users in carbon console. The respective user can only see the service provider in carbon cosnole.

1. Log into devportal and create an application and generate keys.
2. Log into IS carbon console from IS super user.
3. Goto service providers and verify the created service providers.
