DCR application is not visible in devportal to APIM super admin when using different super admins for IS and AM

Description:
DCR application is not visible in devportal to APIM super admin when using different super admins for IS and AM and enabling apim.key_manager configuration.

In this scenario I have 2 different super admin users for IS and APIM. Following are the steps to reproduce the issue.

1. Change super admin user names in IS and AM deployment.toml files.
2. Enable the username and password under [apim.key_manager] configuration and provide the IS super user credentials.
3. Create Key Manager and provide the IS super user credentials.
4. Update the basic auth value in DCR insequence file to the IS super user credentials.
5. Create a DCR Application.
6. Verify the devportal by login with AM super admin credentails.

But if we keep the [apim.key_manager] configuration disabled or configure it to AM super user credentials, then it will be performed as expected.
