[OB3] - Receive event notification even if the tpp is not subscribed to the particular event type

Description:
TPP receives event notification even if the tpp is not subscribed to the particular event type.

1. Create a subscription with only "Acount-Access-Consent-Linked-Account-Update" event type.

2. Send an event creation for the "Consent-Authorization-Revoked".

3. TPP receives the notification and acknowledged it.

But according to the expected behaviour, tpp should not receive any notifications.
