With the addition of the task list item in #11228, we no longer need a dedicated inbox notification.

Remove https://github.com/woocommerce/woocommerce/blob/a1505531bbd7d3bda6346d423b5979d1e7512d01/plugins/woocommerce/src/Internal/Admin/Notes/TestCheckout.php#L20 from core.
