Detect contact information and notify if not set

This is part of #863. Just splitting it out into a separate issue so we don't work on overlapping functionality.

This will cover detecting if a phone number/address has been set for existing users. We will set a flag for this which can be used to add an inbox notification prompting them to set the details. As well as add it to the issues table.

At the moment the verification API is not available so we will only notify the users that do not have their contact information set.

It would cover the following points from the original issue:

• Display issue under issues to resolve to existing users with no verified contact info
• Add inbox note to sites of existing users with no verified contact info
