What are the goals of this spec? & What is it trying to accomplish?

We are just trying to pave the road for implementers based on all the work done on TC39 for modules, this is just a continuation of that work.

What mechanisms are being used to determine if one proposal is better than another?

At this point we have only one proposal, but we are open to listen for any criticism, and any alternative proposal and most important, any collaboration :). In terms of the decision making process, most of the discussions around this work is happening in different mediums (IRC, Slack, etc), but we're try to convey ideas based on some feedback from implementers every other month during the TC39 meeting.

Is there a roadmap?
