Mentioned in w3c/webappsec-permissions-policy#552 (comment), in order to consistently support documents which do not have HTTP headers (about:srcdoc, about:blank, data: and the like,) we should have support for permissions policy in the policy container. This should allow it to be properly cloned for such documents.
