Wagmi Check to check that generated file is up to date

For an optimal build pipeline I want my build to not bother running wagmi generate for these reasons:

• Wagmi generate is not hermetic, it includes a time stamp. This busts cache for tools like nx
• Not necessary. Just checking in the wagmi generate result allows the pipeline to be unblocked

But I also want to guarantee my generated wagmi code is up to date. What I propose is we add a new cli command wagmi check which will exit non-zero if the wagmi config is not up to date
