systemd now uses flock to skip cleaning up files in subdirectories (see commit systemd/systemd@52b32b2 and systemd/systemd#11482) so it is probably a good idea to use flock on the top level tmpdirs that lorax and livemedia-creator use to prevent surprises that aren't caught by the lorax.conf tmpfiles config file.

NOTE: lorax already does this. livemedia-creator does not.
