Support new stage RC 4 for 4.9.1 in wazuh-docker repository

Description

This issue attempts to support a new stage RC 4 for 4.9.1 in the wazuh-docker repository.

Tasks

• Ensure changelog is updated for 4.9.1 (if applicable).
• Bump revision for branch 4.9.1 on wazuh-docker repository. Bump Revision of new stageRC 4 for 4.9.1 #1575
• Change docker image tag in docker-compose to tag v4.9.1-rc4 in branch 4.9.1 Change image tag for 4.9.1-rc4 #1576
• Create tag v4.9.1-rc4 from branch 4.9.1 on wazuh-docker repository.
• Create and publish a pre-release: https://github.com/wazuh/wazuh-docker/releases/tag/v4.9.1-rc4.
• Change docker image tag in docker-compose back to 4.9.1 in branch 4.9.1 Revert image tag for 4.9.1-rc4 #1577
