libwasmer.a not generated in CI

When running make build-capi, the libwasmer.a file is not being generated correctly in the linux-musl target, see:

The current solution is to just disable the test (it works on linux-x64, just not on -musl), but we need to debug this later.

It probably doesn't matter since we don't support create-exe for linux-unknown-musl anyway.
