[Low] Add object/component level option to "Product evaluated" checkbox group

On the Submit a tool page, consider adding a “Component” or similar option to the "Product evaluated" checkbox group, as to support user identifying which are tools are built for testing a single component or file (for example, a webapp that allows a user to upload an image of to check for color contrast between the text and its background).
