The Attempt to deliver reports algorithm says that a server can return a 410 status to remove itself from consideration for future report delivery.
Can we leverage HTTP in this way to indicate other errors? A concrete example would be the case where the report cannot be accepted because the report type is not supported by the endpoint. There might be other cases -- malformed report, etc.
