The latest published draft is old.

Let's make sure we publish more frequently.

The editors' draft is auto-published to https://w3c.github.io/reporting/ -- are you suggesting that the documents in /TR/ space should be more up-to-date as well?

That's indeed what I'm suggesting. I know that @plehegar have set up something similar on some of the WG repos (e.g. for ResourceTiming)
