Documenting the reasoning for moving this from v4.0 to v4.1 (cc @adghayes @mattroe): The page length referenced here is not a standard letter page length, but the very large "page" length that we use to chunk print data and prevent crashes while printing. Highly unlikely that a real election will ever hit this case. We just hit this when using the all-bubble ballot.
