当前，在gbb.json中配置了go build/install作为编译工具，那么将会编译项目根目录下所有go package，应该允许用户指定是否仅编译main package。

缺省情况下gbb仅会编译main package，只有在gbb --all情况下才会编译所有package。该选项仅在tool为go build/install时有效。
