Added the ability to manage the cluster after the initial deployment. To do this, the following actions are implemented:

Added a separate playbook for configuring cluster parameters after deployment of "config_pgcluster.yml"
Added subrole "pgbouncer/config" which manages the configuration userlist.txt and pgbouncer.ini
Added the 'patroni/config' subrole, which keeps the patroni configuration up to date, including postgres parameters stored in dcs
