feat: deprecate lucia and replace with direct use of its deps (see lucia-auth.com)

Describe the bug

lucia is being deprecated!

Per https://lucia-auth.com/ and lucia-auth/lucia#1714 lucia will no longer be provided as its own package. It really did mostly wrap dependencies of oslo, arctic, etc. so now lucia is an educational resource that shows how to use it.

There are already new examples in the lucia-auth repo for how things should be moving forward and the community is adding more.
