Summary
assistant/src/prompts/update-bulletin-state.tsand its test. These checkpoint helpers (getActiveReleases,markReleasesCompleted, etc.) were only imported byupdate-bulletin.ts, which was removed in PR 6. The newrunUpdateBulletinJobIfNeededuses a singleupdates:last_processed_hashcheckpoint instead.Part of plan: updates-md-background-job.md (PR 7 of 9)
