Steps to reproduce

When viewing a received image a sync spinner flashes in the middle of the image every one or two seconds. 1.9.5 is a HORRIBLE release with sync issues!

Related to #1745 Tagging as major as videos and/or GIFs restart playback instead of simply flashing a spinner.

The cause is whenever the room updates. In this instance, we reload the timeline and in turn, update the attachment viewer.
