Comment (Include rationale for comment): It is currently not possible to associate a BallotMeasureContest with a Party. However, we have recieved reports that party specific BallotMeasureContests do exist, primarilly to poll party members of platform changes.

Suggested Change: Add an optional (0..1) association between BallotMeasureContest and Party.
