Install-Sitecore just does to the full stack of setting up Sitecore from scratch (meaning nothing here, not BOB.Scratch ;-) ). In case a local env should be reinstalled (say Sitecore Distribution "reinitialized") only WebRoot Directory stuff should be considered.
