TODO: breaking: change default publish behavior to true

Currently the "publish release to github?" prompt defaults to false (no).

I think this is kind of annoying and an unnecessary safeguard at this point, since it's already a confirmation step.

I'd like to change the default value to true (yes) in the next major update.

Leaving this here for now in case anyone has a strong case for not doing this.
