update MOM6 to its main repository 20230703 and 20230811 updating

Description

MOM6 main repository was updated on 20230731 which is the original GFDL-candidate-20230703 (see detail at mom-ocean/MOM6#1603). Before this commit is merged to dev/emc, a gnu realted bug (see detail at mom-ocean/MOM6#1605) was reported by GMAO and a new commit was made to MOM6 main repository on 20230811. Need to update dev/emc MOM6 correspondingly for both two updating.

@FernandoAndrade-NOAA I see. I think it's an issue with the new container. I'll verify ORT manually on Hera for now, so we can move forward with testing.
