(bug): Find a lawyer button returns an error

Describe the bug

On any of the legal pages, the find a lawyer button returns an error when clicking.

To Reproduce

Go to any of the end pages with the "Find a Lawyer Button" -- one URL can be found here: https://127.0.0.1:5000/legal/tps_info?lang=en

Click the "Find a Lawyer Button" to be served an error. The error is:
`ValueError

ValueError: expected only letters, got ''
`

Expected behavior

The button should instead redirect to a page that will help users find a lawyer.

After discussing with @klinkoberstar, a likely cause of this may have to do with how the language is being passed in the url
