Fix GitHub Actions run by loading DATABASE_URL from secrets

  I created this PR to fix the failing GitHub Actions.## Description
  This PR fixes the issue with the GitHub Actions run failing due to the absence of the DATABASE_URL in the environment. The DATABASE_URL is now loaded from the GitHub secrets if it is not found in the .env files. This ensures that the db:generate command in the @typebot.io/prisma package can execute successfully, which is a dependency for the checkAndReportChatsUsage task.

Summary of Changes

• Modified the "db:generate" command in packages/prisma/package.json to load the DATABASE_URL from the GitHub secrets if it is not found in the .env files.
• Added the DATABASE_URL as an environment variable in the GitHub Actions workflow file. This makes the DATABASE_URL available to the workflow run.
