(BUG) Voice Name selection in Speak option on Echo device does not work #1180

Expected Behavior

When you drop down the list of voices and select one I assume the TTS that is produced by the Echo is supposed to be in the voice you selected?

Current Behavior

The Alexa default voice is used no matter what I select.

Steps to Reproduce (for bugs)

Go to the speak option in an Echo device. Type some text in, I did not select a volume level and then selected several voices from the dropdown.
