work items before publishing to crates.io

This is a tracking issue to gather work items to do as part of a prep for posting a pre-1.0 release of console-subscriber and console (presumably with a different name) to crates.io

• Pick a name (tokio-console-* is current front-runner in Discord chat)
• "fix the separate build and TaskLayer::builder APIs": Specify a custom port when serving #183 (comment)
  • race between PR Attempt to unify build, init, and the Layer system #195 and PR Unify build, builder, and init #196.
• Land resources PR feature: add resource detail view #188
• Document the public API doc: document public API #194
• PR preparing release
• Manually test that process written in release notes works (do this after push to crates.io but before adding release notes to tokio.rs)!
