logger give duplicate output #19

In Python 2, when I use logger, it print out double output. Here is snippet to do:

import logging
logger = logging.getLogger('science_concierge')
logger.addHandler(logging.StreamHandler())
set_log_level(True)
logger.info("hello") # output log

hello
INFO:science_concierge:hello
