Check WRC states files for sorted order/generate sorted order #15

While updating https://github.com/thewca/wca-regulations/compare/sort-countries I found it difficult to find a short, robust way to sort the countries "naturally" (i.e. Côte d'Ivoire before Czech Republic, not right after). It would be nice to avoid the list getting out of order in the future.

I think it would still be nice to have a linter for that. Probably best done in the wca-regulations repo, though.
