Anchors (#s) no longer apear in URL when clicking on TOC links #6

Expected behavior: clicking on a TOC (table of contents) link should add the anchor tag behind a # character in the URL.

Observed behavior: clicking TOC link does not affect the URL at all.

Also, the below gif won't replay properly on my browser. Does anybody have advice about sharing gifs on github so they auto-play?
