adding new functions to nemo's parser #120

Recently the range() function was added to NEMO's parser(s), but this always needs almost the same, but not quite, change to both fie.c and herinp.c.

Not remembering the history why this code is mostly duplicated, it would be nice if this GIPSY relic can be relegated to one function.
