Latest release doesn't contain a checksums.txt.sig

Summary

Not sure if this is an issue that needs to be fixed here but:

• The Dev Containers install script was relying on 'checksums.txt.sig' existing for key verification
• This means that with this not being present in the latest release, anyone using the terraform feature will break building dev containers.

Obviously this isn't really the problem of this project- but I wanted to check if it was an oversight here before I go and request any changes made on the devcontainer install script.

The GPG key signed signature attached to TFLint releases has been deprecated in v0.46. This signature will not be added to releases after May 1, 2023. Please migrate to verification with Cosign.
