Clarification on "The condition that assumes a reception of X messages..."

The condition that assumes a reception of $X$ messages of a particular type and content, denotes a set of messages whose senders have aggregate voting power at least equal to $X$.

I'm not sure what this means... I mean kinda, but not really :)

Yeah, this is confusing. Maybe, an example can clarify this?
