Wrong scaling of popups in KDE (kubuntu 24.04) when fractional/HiDPI scaling is ebabled #28413

Steps to reproduce

Configure 150% screen scaling (fractional scaling) in Kubuntu 24.04 desktop. Install Telegram, run it, open a chat and right click on a message with your right mouse button. The context menu and reaction chooser will popup. Scaling of popups will not be 150% but 200% or more, and popped up menu are cut and not useable.

Expected behaviour

Popup menu should scale to the KDE desktop scaling setting (150% in my case)

Actual behaviour

Popups are scaling more than 150% (200% ?), and it's impossible to use the menu and reaction chooser

Kubuntu 24.04

KDE 5 is bugged regarding fractional scaling, it just won't work properly until you update to KDE 6.
