Automatic Winget manifest submission is broken #26959

Steps to reproduce

  1. Run winget search Telegram.TelegramDesktop or use tools like WingetUI to search and install Telegram Desktop.

Expected behaviour

Every new release of Telegram Desktop automatically submits manifest to Winget-pkgs repository via corresponding GitHub action.

Actual behaviour

Something broke since #25927. As a result, manifests are submitted by the community manually, and not every single version is submitted.

Windows 10, Windows 11
