If you use the official Android client to set the photo, then the official Android client shows the photo correctly in all places where the photo should be shown. So this is not an API issue.
This issue was inactive for a long time and will be automatically closed in 30 days if there isn't any further activity. We therefore assume that the user has lost interest or resolved the problem on their own.

Expected behaviour
Photo should appear for the contact wherever the Windows client (or any other app) shows the contact's profile photo.
Actual behaviour
The Windows client never fully loads the contact photo. A blurry silhouette appears instead.
